Beth is from Little Rock, Arkansas and received a BA in Economics from Hendrix College. She then worked in institutional sales for William O’Neil & Company in Los Angeles, California, while beginning the joint JD/MBA program at Loyola Marymount University, later completing her JD/MBA at the University of Arkansas at Little Rock. She worked as corporate in-house counsel, and then owned a temporary service for lawyers. After working on the Clark for President Campaign, she joined Senator Mark Pryor as a legislative assistant in Washington DC. She staffed the Senator on the Homeland Security and Governmental Affairs committee, during which time the committee developed 9/11 legislation, and provided oversight and legislation addressing challenges at the Department of Homeland Security.

Her research interests include the interaction between federal, state, and local governments and agencies in the development and implementation of emergency management and homeland security legislation, and the potential impact of terrorism on small towns and rural areas.
